In the Democratic Republic of Congo, eccentric Dutch filmmaker Renzo Martens tries to persuade the locals to view poverty as their biggest asset, as it could attract millions of dollars in international aid. Speaking with poor laborers, rich plantation owners, foreign journalists and aid workers, Martens employs a satirical prankster style as he makes his pitch, which culminates in the construction of a neon sign that reads "Enjoy Poverty."
