In post-Hurricane Katrina New Orleans, a brutal drug lord known as "the Dog" (DMX) rules the crime-ridden streets. The police seem powerless. That is, until crusading Mayor Padial (Lou Diamond Phillips) steps in to put an end to the violence. With the feds breathing down his neck, Padial goes on the warpath, sending tough-as-nails Detective Bathgate (Leila Arcieri) to take the fight to the Dog. Keshia Knight Pulliam co-stars.
