Set in a post-apocalyptic America, this sci-fi fantasy tells the story of Lori (Dana Wheeler-Nicholson), who attempts to sell black-market computer chips that allow people to experience nearly forgotten pleasures. Lori flees the authorities with the help of Plughead (Vernon Wells), an android covered with electrical outlets. The sequel finds Plughead eluding an FBI agent when he develops a chip that extends life but is created through torture.
